KENTUCKY VOICES FOR HEALTH (KVH) is a broad coalition of advocates working to improve Kentuckians’ health and health-care coverage.  KVH seeks a dynamic Program Director to build a grassroots constituent network focused on improving health coverage and to help convey our policy goals to the public, the press, and policy-makers.

 

KVH – Who We Are

The coalition’s leadership team is composed of representatives from AARP Kentucky, Advocacy Action Network, American Cancer Society, American Heart Association, American Lung Association, Catholic Conference of Kentucky, Covering Kentucky Kids and Families, Health Kentucky, Kentucky Child Now, Kentucky Council of Churches, Kentucky Equal Justice Center, Kentucky Youth Advocates, and the Kentucky Injury Prevention and Research Center.  The Foundation for a Healthy Kentucky is the recipient of the Public Welfare Foundation’s grant to sustain this effort. 

 

The aim of Kentucky Voices for Health is to strengthen the impact of Kentucky’s consumer and advocacy network in order to influence health policies with the short-term result of decreasing the number of Kentuckians who are without insurance or health care coverage and the long-term result of improving the health of Kentuckians.  Specific initiatives include:  increasing the cigarette excise tax, simplifying enrollment and expanding eligibility for government-sponsored coverage such as the Kentucky Children’s Health Insurance Program (KCHIP) and Medicaid; increasing access to private-sector insurance for dependents up to age 25; improving access for individuals with high-risk conditions; and exploring health purchasing initiatives.

 

 

Program Director – Job Duties

The Program Director’s core responsibility is identifying, developing, supporting and sustaining Local Constituent Leaders.  The Program Director provides professional support to the Leadership Team in developing, implementing and maintaining the KVH public policy goals, performs other duties as required, and reports to Sheila A. Schuster, Ph.D., Director of the Advocacy Action Network (AAN).

 

 

Qualifications

Education:  Minimum, Bachelor's degree.  Advanced degree in relevant study area preferred.

Experience and skills: grassroots organizing, constituent-based communication with public policy leaders and managing public policy work preferred.  Pro-active, able to work with and facilitate dialogue among diverse groups.  Possessing excellent organizational, speaking, and writing skills.

 

Position Description

Position is funded by a one-year grant from the Public Welfare Foundation which is anticipated to be renewed for a second year.  The position is 30 hours/week with benefits.  Optimally, the director would work out of the Advocacy Action Network office located in Louisville.  The Program Director must be available for travel throughout Kentucky.  The position is open for an immediate start date.  The Advocacy Action Network does not discriminate on the basis of race, color, religion or religious affiliation, sex, national origin, sexual orientation, age or disability.

Background and Scope of Work: 

 

The New Parent Support Program (NPSP) is a program offered to U.S. Army families to enhance parent and infant attachment, increase knowledge of child development, and provide connections to the support services that allow parents to become nurturing and capable caregivers. The NPSP staff consists of licensed social workers and registered nurses who provide in-home parenting education, support, and resource linkage.

 

This program reinforces the Army’s commitment to eliminate incidents of maltreatment and/or domestic violence through a comprehensive program that focuses on education, prevention, integrated support, rapid reporting, thorough investigation, appropriate action, and follow-up for those abused and the abuser. 

 

Family Morale Welfare Recreation Command (FMWRC) has an ongoing mission requirement to provide support services that supplement Soldier readiness and the well-being of the Army family.  The goal of the New Parent Support Program – Home Visitation Program is to invoke a strategy for delivering services that will promote child and family functioning to parent in their homes.  The home visitation program will provide trained social professionals who can work with parents of children prenatal to three years of age, who have been assessed to be at risk for child maltreatment and/or domestic violence. 

 

Requirements:

 

Licensed Clinical Social Worker (LCSW); Licensed Marriage and Family Therapist (LMFT); Registered Nurse with a Bachelors Degree (RN with BSN); or Licensed Master Social Worker (LMSW). Candidates must have two years experience in child abuse, maternal and/or child health, mental health/marriage or family therapy. Knowledge of military family lifestyles is preferred. It is not required that you be licensed in the stat in which you would work, only that you have a license from a stated in the United States.

 

Duties & Responsibilities: 

 

New Parent Support Program – Home Visitation (NPSP-HV) Advocates will provide comprehensive services and educational training by informing and instructing service members and family members on family life issues critical to sustaining well-being.  NPSP-HV Advocates duties and responsibilities will cover the following:

 

·         Provide timely, effective, confidential and intensive early intervention services to at-risk expectant and new parents.

 

·         Assess and screen expectant parents and parents with children 3-years or under for child abuse, using the established Family Needs Screener (FNS).

 

·         Provide parents that are not screened at risk or eligible for NPSP-HV with information and referral to appropriate military and civilian community resources and services.

 

·         Ensure home visitation services use the FNS for all at risk parents accepting NPSP-HV services.

 

·         Report suspected child abuse and domestic abuse/violence to the local civilian authorities and the Family Advocacy Program Manager and in accordance with city and state requirements.

 

 

·         Ensure that home visiting services are fully documented and data entry of demographic data and results of the FNS are input into the Client Tracking System (CTS).  Enter data accurately within three days of a client contact.  Enter FNS notes, documentation of intake assessments, Family Service Plans, and progress notes.  Submit reports regularly on noted problematic trends and other concerns.    

 

·         Ensure assessment and screening for non-at-risk parents are counted in the CTS. 

 

·         Construct and maintain timely and accurate case management and client progress documentation. 

 

·         Construct and maintain statistical and narrative reports.  Prepare appropriate information papers and briefings.    

 

·         Maintain case progress documentation, along with data collection, outcome measures, and statistical analysis for program evaluation in accordance with accreditation standards.

 

·         Maintain all records in accordance with applicable Army regulations and DoD directives.  Ensure the U.S. Government has exclusive control of all records, assessments, and progress notes.  Do not disclose any information to any agency without the express written permission of the U.S. Government.   

 

·         Participate in direct research/studies related to the efficacy of the Home Visitation Model for the prevention of child maltreatment and/or domestic abuse.  

 

·         Provide consistent and cohesive advocacy services especially during extended deployments to active and reserve component families regardless of their component or location. 

 

·         Analyze and provide recommendations to solve problem areas and deficiencies in program operations and factors/conditions necessary to enhance program objectives.

 

·         Perform as liaison with proponent agencies, components and services to ensure resolution of all issues.

 

·         Implement and evaluate a customer-focused communication plan that can expedite information pertinent to NPSP initiatives. 

 

·         Develop partnerships with military and civilian local community agencies to extend the Army’s NPSP capabilities. 

 

·         Develop performance based standards and metrics to routinely measure the effectiveness of the service delivery systems and programs. 

 

·         Draft routine and specialist correspondence, reports, and briefings.

 

·         Perform client survey services for the NPSP-HV.  Provide a space for suggestions within the survey to solicit information for execution of services via pre-set categories. 

 

 

·         Prepare monthly and quarterly client satisfaction analysis reports that provide the Government with an evaluation of customer (client) satisfaction with the Personnel Support Services provided by each section (officer and enlisted) and about the services in general.
